This is a tubular plastic bag we use it in Brazil as a cheap form of Ballon. You can see it a lot specially on the months of June and July.

I've never seen a balloon move like that though!
A balloon moves however the wind wants it to, so anything is possible because the wind is very unpredictable, especially at those altitudes, they can swirl around in all different directions or just one.
Fairs & festivals close by could send balloons like this up & into the wind. I bet people will see more of them during the upcoming Olympics.

I am not familiar with tubular balloons that large. I guess I'll have to do some research and see if they exist as cheap party balloons in Brazil. <br />SE
Balloons of that shape would change their orientation when they change direction, as this one does repeatedly - but it maintains its linear axis ! So NOT a balloon !
