The UFO appears to be moving very fast but in fact it's not. Look at the vehicles in traffic and you'll see that they are moving very fast. It means that the video was speeded above normal. The UFO could be an helicopter that changed direction in a normal way but because the high video speed it looks that it took a right turn abruptly when it wasn't.

It's clearly a time-modified video. Look at the traffic on the roads. That could easily be a helicopter or small aircraft of some sort. The traffic on the road clearly indicates that the video is 'sped-up'. So, the aircraft speed and maneuvers is 'sped-up' too.
