This can be anything. Just another light in the sky.
really? the only reason the thing "becomes static" is because the person filming is moving the camera around to make it look that way! as you see when he pans back the thing is as steady as rain. this could easily be the bottom light on a helicopter or plane or any earthly flying machine.
It's most likely Venus, and when it disappears it's probably just going behind a cloud.
